that picture shows a "stalker armor of minor expertise"

how do i get the ruin out of it? do i have to use an expert salvage kit and hope to get something? do i have to take it to a crafter?

To get the rune you have to use an expert salvage kit, yes. You may just get some crafting materials, if you're unlucky...

use expert salvage kits and salvage a lot of stuff to learn what salvages what. once you get the hang of where wood comes from, where iron, leather, silk, etc. comes from, then you can salvage only what you need/want.

This happened to me last night, I found some gold armor with a superior rune and when I salvaged it I got three iron ingots. I'm an unlucky person so this doesn't surprise me, what surprises me is that this is even a possibility. Why would it say "blah blah superior rune blah blah unlocked" and then not give you a superior rune?

it is unlocked for any premade pvp character you use

what does that mean? if one toon extracts it with a expert kit they can give it to the other toon. not sure what you mean

You can create a PvP character only that during the creation process has access to any Runes, Skills and Weapon components that you have unlocked. They don't need to be given the actual Rune.
